The Stallone film had it's good points.
The panorama of mega city one was at least reasonably accurately done.

Was it specifically Hammerstein?
Might have been one of many war-surplus robots based off the Hammerstein prototype. There were a lot of war robots around - the Volgan Wars were only a few decades previously (and possibly in a different timeline - en.wikipedia.org/wiki/Volgans#History_within_2000_AD )
