Is there anyway to apply text to all layers in Pshop Elements? Basically I want to tag an existing GIF, and I don't want to tag 44 plus layers individually.

pull it over the very top layer and leave it there?
it would work in Ulead Gif animator 5, I think

make a new layer and have it at the top

move it with all frames selected or it will bounce around
