Soz, it was an incredibly nerdy comment.
When they shot the emperor they mounted a small light to the side of his cowl to illuminate his face. They then rotoscoped it out but did a really poor job of it so it looks like their is a slug on the side of his face. I really expected Lucasfilm to tidy it up for the special edition but was surprised when they didn`t.

Now I need to go and tape my glasses together and go train spotting ;)
