I have no job to go to, nor much in the way of savings.

I'm going to start freelancing, but I don't have any clients lined up either. I'm taking a massive gamble. :)

1gb storage (at least)
and decent bandwidth allowance (not sure how much i need, but my current one has bombed out at 250MB)

I don't use them myself, but fasthosts (http://www.fasthosts.co.uk/) seem quite good, and they might do the package you're after.

The only one issue I can think of is if you need to use their phone support.

No, I don't think so
Although they don't host the .nl names themselves. I have to do that somewhere else.

But you can easily fit about 20 websites on one package (I have about ten now on one acount, and use only about 5% of the disk space). They're quite reliable and their service is grand.
