It sounds like maybe
a block nasolacrimal duct. This is the bit that goes from your eye to your nose, and drains away your tears (which is why people get runny noses when they cry).

When this is blocked it can get infected which causes pain. It won't stop you crying though, cos it isn't part of your tear duct.

Pop to your doctor's and he can give it a squeeze with a cotton bud.
