They're characters that have been
in all Kevin Smiths films, he plays Silent Bob himself. They're basically a couple of "stoners". He did a film with them as the main characters called "Jay And Silent Bob Strike Back" and it was the last film he decided to have them in.

edit: I think that's right, i'm not that knowledgable on Kevin Smith films, that's just what my friend told me.
