The bin used in that poster is a lie anyway
Everyone knows if you put out a bin that full then the bin men would stick a letter on it saying they weren't emptying it because it is overfilled.

Anyway, does the government really think we should be pawing through our neighbour's rubbish in case we find a bag labelled explosives?

that's just silly... Everyone knows you plant bags labelled explosives in your neighbour's bin
