Wasn't there a classic Civ bug? Gandhi was so peaceful he always nuked everyone.

In the first Civ, his aggression was so low (like 1 out of 10), that when he adopted democracy, which means -2 to aggression, his score wrapped round to 10 out of 10*. So he'd go nuke happy. And they've kept this in all the way to Civ VI...

Ghandi made Hitler look like Ghandi in Civ. I think they kept that in so Ghandi is still a warmongering bastard.

It's intentional now though, but to the point where his aggression is set higher than everyone elses
In the higher difficulties, if you randomize the opponents you may as well quit straight away upon encountering him
