Debating is simply constructing an argument. Which is also what writing an essay is.
Why on earth do you think only Oxbridge types have such skills cultivated? Why aren't these sorts of skills being cultivated in state schools?

Being able to debate is nothing to do with your position in society.
plus being an MP she has almost infinite time to study debates in action and potentially learn things?

Debate - building and presenting a point of view on the fly in response to questioning or opposition - slightly different set of skills to just letting rip on something you're passionate about
