Well they have one here now
and I'm very pleased for them. Now everybody is allowed to carry an umbrella if it looks like rain. I did actually suggest they made the whole of the UK an eruv and then it would be problem solved, but apparently it doesn't work like that. It has to be a small area, reasons unclear.

Why not get them to make a small one but put a twist in ink so it becomes a mobius loop
That way everying is on the inside and outside and the same time.
Or... Umbrellas you say?
Why not put an eruv around the brim of one. When every you feel the need to dodge the trickier parts of your sky beings demands just pop it open and carry on with your life.
