You know, sometimes you're safer in life when you rely on yourself to get by. It doesn't mean that people around you won't do bad things that they should rightfully be punished for, but often a little preparation, awareness and forward thinking can provide for a safer life. I have the right to walk around downtown after midnight with wads of $100 bills hanging out of my pockets, but I'm not stupid enough to believe I won't get robbed for it.

Should you be licensed to walk around town though?
I know my comparison might have been a little extreme, but it gets the point across most effectively any time I suspect someone is blaming the victim.

I think walking you learn to avoid such things and you're also not travelling as fast.
