He seemed to be making the point that he thinks his God is like a SimCity player who decides to force a few 'natural disasters' and refrain from using the cheat codes in order to make the game more interesting.
Which is not necessarily a bad proposition, although I always thought these people wanted us to believe in a God who was something more than a bored teenager.
