All banks will provide a basic free bank account because they have to by law, but usually they won't advertise it and it'll be stuck in the back of a brochure somewhere.
When I started my debt management plan, one of the first steps was to get a basic bank account (no overdraft facility, no interest payable - just somewhere for my salary to go in and a standing order to go out) but the hoops I had to jump through to actually open one were ridiculous. They don't let you open on online, so you have to make an appointment at the bank so that the advisor can "sell up" to one of their premier accounts that attact a monthly fee.
