In my experience
most USA types say 'hello' and 'have a nice day' and actually mean it. Many are genuinely interested and very hospitable.
However, if you try to chew off their faces, they might shoot you.
I think that is fair, on balance.

I have to agree though, when I meet Americans they've always seemed very friendly, and they're usually the ones with enough intellectual curiosity to be aware of the rest of the world.

The guy was clearly strong enough and crazy enough to restrain another person and EAT OFF THEIR FACE.
Frankly the policeman did the right thing. I don't particularly think standing there and shooting the guy makes him a hero, but I don't disagree with what he did.
