Looks like paint to me,

[a comment perhaps in poor taste given recent events] those are eucalyptus trees in the background, so it's most likely Australia. Yes, I know, California has eucalyptus trees too, but it looks like a scummy bogan housing estate in Sydney or Melbourne to me.

If it's Sydney it could be Macquarie Fields, Penrith, Campbelltown or Bankstown.
