Because I'm very intelligent, people often ask me questions, such as "Who was responsible for British policy in Northern Ireland at Christmas in 1984?"It's quite simple really, the Secretary of State would have been responsible for much of the policy, though he in turn had to report to the Prime Minister Mrs Thatcher, who was over Hurd.
