Making it smaller is always the best thing(file size is smaller for dial-upers).
The 'width thing' is just changing from this:
<img src="http://foo.com/bar.jpg" />
to
<img src="http://foo.com/bar.jpg" width=xxx />
EDIT: Okay, it's not in the URL (that was misleading) it's in the link/anchor.

NahThat just made it unreadable. I'll stick with just making the original image smaller and posting that instead, like what I already done.
