they seem to have left out the wages for the people who work for tv licencing, and the court fees for taking people to court for not paying (since the £1000 fine goes into the court systems if they do prosecute)

errr, nope:cost of collecting the licence fee from 25 million homes, which would include methods of obtaining it - wages, fees, courts etc
