It said that a plan, that had it been enacted would have cost 7 million, was suggested but not pursued.

But no, in terms of defence expenditure, 7 million is not significant. A preliminary report undertaken to estalish whether it is worth bothering to look into it further probably costs that.

I honestly have seen Ecstacy have similar effects, I have a number of stories but the most relevant was a bunch of my mates in York at a rave that was gatecrashed by a load of squaddies who spent the night picking fights n generally being dicks till they discovered E (the REAL old fashioned MDMA type), then spent the rest of the night dancing, sweating, hugging and snogging and swore they would leave the Army as soon as possible! Seriously!
