It is that they try to overtake other lorries
limited to 60 in the fast lane because their
limiter lets them go 0.001mph faster.

Lorries aren't allowed in the 3rd lane. I agree with Letum though - shouldn't be allowed in the 2nd lane either. Maybe we can dig some very large pits in the outside lane with spring loaded doors at just the right tension to allow cars accross, but anything larger to fall through.
