but what I don't understand is, if the string isn't tied to the end of the string, how does he get it to return on some of the throws?

flicks it back just before it gets to the end as it unwinds. This causes it to catch back on the string and wind back up. It keeps spinning in the same direction but this way he gets it to come back up the string instead of flying off.
