So you prosecute the perpetrator rather than the companies providing the services. When a drunk driver kills someone, you don't sentence the guy who sold him the petrol.

you'd then (most likely) have to extradite them to convict them for writing a comment like "Theresa's a cunt" or uploading a picture of their own cock
