My Mum has an instagram where she regularly posts images of the wide variety of rubbish people leave on the small wall outside her house. It started as a project to send to the council but has now spiralled into micro-phenomenon

why argue when you could be looking at images of objects on a wall

Why doesn't your mum
just move the fence to the edge of the wall, then people could not sit there or put things on her wall?
Seems a rather obvious solution.
You would just need some corner brackets instead of fence posts. Fasten it to the brick wall.
Of course then there would be no need for evidence of things on the wall, or a blog resulting from doing this for ages with no result from the council.
Did she tip the jam over herself or did she just leave it in a passively aggressive manner there until someone else did?
So many questions.

It's not my exciting life that's the subject here.
It appears to me that the OP's mum is not getting any joy out of it. She has a problem with litter, and I'm sure that can be an irritation. However, if that's the biggest issue in her life that she has to deal with, then she must either be content on all other fronts, or have a fairly dull existence.
