Americans (for it is always Americans)
who post "Oh snap!" on message boards when they mean "Oh shit!" - either because of self-censorship or braindeath, I can't tell which.
To me (as an English-speaker) "Oh snap!" means "Me too!", so when I see something like
"OMG my best friend just got attacked in the street!"
"Oh snap!"
It has a totally different meaning to the one intended. And it's just fucking retarded, let's face it.

It's from an American tv show.
On "My Name Is Earl" the character Joy always says "Oh Snap" whenever she means oh shit. Various idiots most likely think this is "cool" and copy it.

"Oh snap!"
Where I live (California) when a person says "Oh snap!" it's a sarcastic exclamation... Saying "Oh, shit!" is when you're serious; saying "Oh snap!" is when you're joking or being sarcastic. I've never heard it used to mean "me, too."
It's rapidly falling out of fashion, though. It's now only allowable if you're using it ironically to highlight how uncool something is. Slang changes so quickly...
