Coined (as was so much) by Lumpbucket - see the replies to it in the origins link. It was so immediately 'right' for b3ta that the call came up to create such a thing as you are seeing now so that people wouldn't miss out on it and other things like it.
In it's initial usage Phil Mitchell was seen using yellowy rays coming from his head to control something. I forget who/what exactly.
Then, the ginger kitten later to be known as 'no-hands' was used in a mind piss pic and was initially known as 'the mindpiss kitten'. It was PickledPizza who made the pic for the "How we won the war" challenge. No-hands was shown stand on the cliffs of Dover or wherever - southern England and he had mind piss type things like Phil Mithcell had coming out of him to defend Britain from the Enenmy.
Then mindpiss became freely used when 2 or more people would post near identical responses at the same tme to posts (not including standard replies like woo/yay/houpla etc). Also, if two people came up with the same image idea even if it was days or weeks apart it could be mindpiss at work.
