Paint Shop and a couple of tutorials I found on the internetzThen enhance the colours of the lips and eyes, cut them out, paste them onto the Vector thing and smudge the edges a bit...

you do vectors with Paint Shop Pro?bloody hell, that's some effort. I find their vector tools a nightmare to use. My hat off to you.
