Maybe they've got a double ready to come and take over B3ta and bend it to government propaganda.

Or maybe theyre just interested in your views...

who campaign on digital rights issues. They encouraged me to write to Gov on this issue.

Because I did so the civil servants are now just doing their job of getting interested parties in to talk about it.

Although it's not generally shouted about from the roof tops (and it should be) this is part of the democratic process. Governments think up policy. Interested parties chip in (including you or me should we present ourselves with something relevant to issue) then it's voted upon to be made law.
