most isps have a terms of service.
harrasing people online usually breaks them he isnt commiting a crime he is just probably breaking his terms of service.

there was one case of a guy in holland who was being a kiddie to a coupld of big websites, so they found out his phone number and phoned his mum. as hacking was still legal then.
