ignore 1 and 2 therethey're both silly:
pics can be anything up to abotu 450px wide just so long as they're sensible, make them as big as they need to be
you're allowed to spam withing moderation and especially when you've posted a picture with it
i would say though that your correct use of the subject box is a little disturbing :P we tend to use it fairly freely here

as for compression...I use PSP8 and it compresses fairly well.
