I wish I could be bothered to do all of that, but I can't. It's good that people take the time to ensure cross-platform usability but it's such a pain.

I'll assume you want it for free? Trout's GIF Optimizer is excellent and properly free. For colour reduction, however, I prefer Gifworks, which is also free.
