Does it matter? An old buddy of mine who was in HM Forces said the American's philosophy in war is 'Fire enough bullets and you're bound to hit somebody.' The British philosophy, on the other hand, is 'Check and mark your targets carefully because bullets are rather expensive.'

as neither nation puts enough thought into the reasons for war in the first place
