I'm using Tattyshop Elements.

I dunno what bicubic whatsit is.

I don't have Tattyshop Elephants installed...

bicubic sharper is one of the options when you choose: Image - Image Size from the menubar in tattyshop full... dunno if it's the same in Elephants...

If you go to Edit.Preferences.General
you can change the filtering method used in manual transformations too!

Not actually much of a top tip, but I found it useful for doing nearest neighbour transforms in pixel animations,
