I thoughtit was a reference to a technical fault with the Thames Flood Barrier which resulted in extensive flooding across the Isle of Dogs, resulting in it becoming unusable for anything except water storage. By bizarre coincidence, it flooded a mutagenic virus research establishment, causing a small yappy dog to grow to abnormal, Disney-film size.
