This is a normal post the recommendations from the McPherson report
were aimed at making the police better at handling and recording racism claims (be they valid or not) and stopping the police from being institutionally racist.

Power plus prejudice is a redefinition of racism. The old one is still there - Shit as it is: see Article 1 of the UN's ICERD.

As far as I can see micro-agression is just racism or sexism etc.

edit: so basically you've joined a few of these terms together, added in a bit of your personal opinion and created a wonderful fantasy land to live in. On your own.
