Not quite the same though is it? Comparing legal highs to regulated alcohol sales with known strength stamped on every can/bottle. A legal high would be like drinking meths watered down with tap water in a bathtub - like how they used to make "bathtub gin" in 1930's America - lot of people went blind, or worse.
And cars have seat belts and air bags and have to pass MOT's and you need a licence to drive them. A legal high would be like strapping a fucking rocket to you back whilst wearing rollerscates. Why bother, why not just get in a car or buy a bottle of scotch - both are far safer, it's just that more people use them, that's all. So you can't compare like for like.
