I'm reading Lydon's autobiography at the mo, called Anger is an Energy
It's an interesting read, not least for his side on the various things that went on over the years, but it is written exactly as he speaks which makes it hard going in places.

It's the present participle indicating the current state. There is no implication that it has ever been thus.
