This is a normal post you have one of three issues which is causing your light to flicker.
1. defective ballast which may need replacement. is it humming? it may be a burnt out magnetic ballast. I recommend replacing it with a newer electric ballast. it wont hum and will last longer.
2. defective starter which may need replacement. hard to determine if this is the issue until you replace it. could just be loose so try making sure its firmly in place first.
3. a defective lamp. are the ends slightly blackened? if so your gonna need to get yourself a new lamp. if not, its most likely one of the other two things.
