I kinda like gimp.
I think Paint.NET is a little easier to use and much better for tarting up photos, though.

I think gimp has more features almost as many as Photoshop thesedays.
Just like Blender the free open-source software are really coming along being almost, and in some cases, exceeding the features of expensive software Blender is to get a GPU Renderer and the features are surpassing the pro software.

Blender is something I really want to use.
The tutorial doeszn;t quite seem to match to what buttons are actually there, though.
PDN has most of the features of tattyshop and a load more user-made plug-ins. I found lines were really not intuiive in GIMP. YMMV.

Depends on the version of Blender you're using the newest most stable version is available here
