I really think there are some basic concepts regarding the internet and html/http that you are missing here.
The answer the question of 'will it work'; no it won't unless what you want to do is put an Excel file somewhere for people to download. It won't magically become a thing people can view (consider the large number of uses not using Windows, let alone Excel).

In Excel 2000 you can "Save as Web Page". I've never used it, but give it a try.
