using dodge & burn on it, then using the smudge tool to drag it about a bit, then using liquify to drag it about further.
Then duplicating and rotating the layer, and messing around with the blending options of the layers until it looks more than just a blur.

Like it. Keep expecting a dolphin, monkey, mushroom or someone called Roy to appear in wonderful 3D if I stare long enough.
