i had a letter with insufficient postage on it a few weeks ago
and they withheld it at the post office and i had to go and pay the few pence that it was missing to get the letter
so that address thing may not work

i think t means address it to yourself
and put the intended address as the "from" address, so the post office thinks that it is returning an undelivered letter.
