Why haven't my tadpoles turnt into frogs yet? will they survive the winter?

some tadpoles turnt into frogs, there are plenty of them hiding in the bushes eating all the slugs and snails
I have about 4 regular frogs and 1 toad
and the others visit from the next door neighbours pond to eat all the slugs that feast on my veg!
