I'd normally go with
"Feb" or "Feb." if I was being picky.
It depends on the context really, but I'd never write it with an apostrophe.

it's a Friday 28th Feb..... 8pm 'til late on a poster for a chum, last one i did i gave Feb an apostrophe but missed the one for til, wound me up for a whole month, now i've rectified the 'til but realised Feb is probably better off without one.
