It's a spin-off from the Daily Show, which you may have heard of, it's shown on More4 here.
Both of them satirise mostly US news. The Colbert Report (pronounced Col-bare Rep-or) is hosted by a comedian in character, parodying those reactionary right-wing hosts they have over there. It's very good.
Unfortunately without a workaround you can't watch videos on the site from this country, though you can watch this on youtube:
