You can only fund so much with cash
with unlimited resources, you'd achieve a lot more. Imagine all those research projects which are shelved due to 'funding limitations' They'd be given a green light. It wouldn't be focused on the schemes which suit the pharmaceutics industries either.

Just try to imagine that scene, but with one important difference...
The research project involves some super clever magnets and particle accelerators, and very rare materials etc.
Now you can choose A or B
A: Tell everyone who's willing to listen why it makes so much sense, and the benefits it will create for society, and try and convince them they will also benefit by contributing their money.
B: You can have all of the clever magnets and particle accelerators that you want, BUT - you're not allowed to pay the researchers ANYTHING. They all have to do it purely for the love of it, and since there's no backers expecting results from their contributions, there's no deadline either. Oh, and there are only 2,000 willing researchers on the face of the planet, because everyone else are driving around in Ferraris having fun. And the researchers are all super busy because everyone wants them to work for them instead, and because they're only working for fun, they don't want to work on your boring project anyway.
