where these 2 tourists were staying in a hotel and when they went to dinner, the waiters served meals to every single table, even though nobody was sitting there or going to eat them.
Something to do with pretending to the other hotels that they have loads of people inside.

...and I'll tell you what, when the traffic actually WAS busy, it was controlled with finger-tip precision and it flowed like a dream.
