If you did that to another car
you are an incompetent driver. When you do it with a cyclist, I consider that to be assault.
The cyclist could have probably made no contact with that car, but it is irrelevant really. The driver is not only a fucking idiot, he probably has anger problems, and is hated by his work colleagues.
