He's quoting Dear Leader G. W. Bush. He used the term a few years ago, trying to show off his technical savvy.
And the 48% bit is a reference to an election the previous day. The loser vowed to fight on because even though the majority voted against him, they are actually the "left-wing fringe". The mainstream press in the US has been doing the same thing for a while. Bush's popularity is at 33%, and the 60+% who oppose him are referred to as a "radical".
