I used to work for them back in the dawn of timeI remember they had many different types of "staff". I guessing they still do and that using the word "staff" might be open to wilful misinterpretation. "That doesn't mean me, I'm Management."
Also as "staff" is the first word in the announcement, is quite short and liable to be spoken by someone who doesn't have English as their first language, they probably wanted something that wouldn't be mistaken for something else.
I've overthought this haven't I? I should get out more.
