J-I-W that order.it never even crossed my mind that it would be done another way.
For the tea. I swapped around my order to suit the person I lived with.
So I now put the bag, milk and then water.
I think about the 0.0001ml of milk I waste when I throw the bag out; but as I like to have cows killed so I can eat then I'm able to see it doesn't fucking matter.
The milk in first does take away the oily film on the tea(which bothered the house mate) - but I don't give a fuck either way.
glass, beer no ice, drink - re re re peat.

if you make the tea in the cupbag only before the boiling water
if you add milk first it doesn't 'brew' properly
add sugar and milk after you've removed the bag
